Rationale:
The District strongly advocates educational partnerships. We appreciate and recognize the following individuals for being part of our team and thank them for their generosity. Mental Health & Homeless Education received donations supporting the Toy Drive as follows: $240 from Diana Michele Curtaz, $1,000 from Lawton Construction and $500 from Tri-Quest Builders. Heron School received a $1,000 donation from the Heron PTSA designated for after school choir instructor. Witter Ranch received a $268 donation from Lifetouch National Schools Studios. Natomas Middle School received a $491.76 donation from Excel Photographers. Paso Verde School received a donation of $4,693.38 designated for the purchase of Ipads.
 
XV.f. Approve the First Quarterly Williams Review Report for Fiscal Year 2018-19

The Board is asked to approve the First Quarterly Williams Review Report for FY 2018-19.
Rationale:
As a result of the Williams Settlement, Education Code section 1240 requires that county offices of education visit schools in their county that ranked in deciles 1 to 3 on the 2012 Base Academic Performance Index (API) (Williams Schools). Education Code section 1240(c)(2)(G) requires the county superintendent of schools to send quarterly reports regarding the results of school site visits and reviews conducted each quarter to the governing boards of the school districts with Williams schools. The results can then be made public at a regularly scheduled and noticed meeting of each district's governing board.

A summary of the report is below:

  • During the first quarter of Fiscal Year 2018-19, Sacramento County Office of Education (SCOE) teams checked for the sufficiency of instructional materials and for good repair of the school facilities. All the schools reviewed in the District were found to have sufficient textbooks.
  • As for the condition of schools facilities in 2018-19, all the schools were found to be in exemplary condition. Members of the District staff accompanied the inspection team and were made aware of the need to correct identified maintenance issues. Issues that were not corrected within 30 days are reported in Exhibit A.
  • During the quarter ending September 30, 2018, SCOE conducted no SARC reviews.
  • During the first quarter, SCOE conducted no reviews of Teacher Vacancies and Misassignments.
  • The District filed one complaint under the Uniform Complaint Procedure (UCP) in the first quarter regarding insufficient textbooks for a class. The complaint was resolved the same day the complaint was received.

XV.g. Approve a Waiver Request for a Career Technical Education Instructor

The Board is asked to publicly acknowledge the English Learner Authorization status and approve a waiver request for a Career Technical Education teacher who possesses a preliminary credential, but does not yet hold English Learner Authorization as required by the Commission on Teacher Credentialing.
Rationale:
As is required by the Commission on Teacher Credentialing, the Board must publicly approve waiver requests for Career Technical Education teachers who possess preliminary credentials, but do not yet hold an English Learner Authorization. A waiver is being requested for one Automotive teacher, Travis Murray, who was hired in December 2018. Because Mr. Murray has received his preliminary credential through experience in his respective profession instead of the traditional university credentialing route, he is unable to receive an Emergency Crosscultural, Language and Academic Development (CLAD) permit which authorizes instruction to English Learners and must apply for a waiver. As Mr. Murray completes coursework to clear his preliminary credential (usually a 3-year process), he will receive the necessary training and the English Learner Authorization will be embedded in his clear credentials. Until such time as he obtains a clear credential, the District must submit a waiver request each year to the California Commission on Teacher Credentialing.
 
XV.h. Approve the 2017-18 Citizens’ Bond Oversight Committee -Final Measure D Annual Report

The Board is asked to approve the 2017-18 Citizens' Bond Oversight Committee Measure D Annual Report.
Rationale:
The Citizens' Bond Oversight Committee (CBOC) is responsible for ensuring that bond proceeds are expended only for the purpose set forth in the ballot measures. Subcommittees inspect school site facilities, review bond expenditures and analyze the District's efforts to maximize bond proceeds in ways designed to reduce costs and improve efficiency. Per the Bylaws, an annual report will be presented at a public meeting of the Board of Trustees held in February. The report shall include: a) a statement indicating whether the District is in compliance with the requirements of Article XIII A, Section 1(b)(3) of the California Constitution; and b) a summary of the Committee's proceedings and activities for the preceding year. The attached Measure D annual report was reviewed and approved by the CBOC at a public meeting held on January 28, 2019. This is the final report for Measure D. On July 18, 2018 the Natomas Unified Governing Board approved Resolution 18-18, Ordering a School Bond Election and Authorizing Necessary Actions in Connection Therewith. With the passage of Measure L, the Covenant to Forfeit Measure D (2006) is in full effect (page 3, last paragraph) as written “Upon passage of Measure L, District covenants that it will not issue any bonds pursuant to the authorization remaining under Measure D and shall consider such authorization forfeit, null and void”. Per the Measure D Bylaws, Section 10 - Termination “The committee shall automatically terminate and disband at the earlier of the date when (a) all bond proceeds are spent, or (b) all projects funded by bond proceeds are completed.” As of June 30, 2018, all bond proceeds have been spent.

XV.j. Approve Agreement with the City of Sacramento for Storm Drainage and Culvert Installation and Maintenance

The Board is asked to approve an agreement with the City of Sacramento for storm drainage and culvert installation and maintenance.
Rationale:
The future Blackbird Park site is located directly to the south of NP3 and Paso Verde Interim school sites. Currently, storm drainage from portable classrooms that line the south west corner of Paso Verde flows into the Blackbird park area. The City has worked with Maintenance and Operations and Facilities and Strategic Planning to develop a plan for the storm drainage. The City will install a culvert that will collect the drainage, NUSD will direct the drainage into the culvert. NUSD will be responsible for the maintenance of the culvert.

XV.k. Approve Notice of Completion for Fire Alarm Repair Work at Jefferson School

The Board is asked to approve a Notice of Completion for fire alarm repair work at Jefferson School.
Rationale:
On January 15, 2019 the Board ratified a contract with Mark III Construction, Inc. for fire alarm repair work at Jefferson School. The contract was in the not to exceed amount of Fifty Thousand Dollars ($50,000.00). Mark III has submitted final billing based on time and materials in the amount of Thirty-Eight Thousand Two Hundred Sixty-Two Dollars ($38,262.00). In order to close out the contract and contract payments, a Notice of Completion must be approved for this project. As required to begin the lien period, the Notice of Completion will be filed with the County of Sacramento post Board approval.

Rationale:
On June 20, 2018 the Board approved a contract with Roebbelen Contracting, Inc. for the Paso Verde Interim site fencing project. Additional ramp work was required to meet American Disability Act standards. The additional ramp work resulted in a change order in the amount of Five Thousand Three Dollars and Eighty Five Cents ($5,003.85).

Recommended Motion:
The Board is asked to approve a Notice of Completion for the Paso Verde Interim Site Fencing project.
Rationale:
On June 20, 2018, a contract with Roebbelen Contracting, Inc., was approved in the amount of Two Hundred Twenty-Seven Thousand Two Hundred Fifty Dollars ($227,250.00). The contract included a Fifteen Thousand Dollar ($15,000) owner controlled allowance which was used for ADA compliant ramp at the front office doors. There was one change order, and the final contract value is Two Hundred Thirty-Two Thousand Two Hundred Fifty-Three Dollars and Eighty-Five Cents ($232,253.85). In order to close out the contract and contract payments, a Notice of Completion must be approved for this project. As required to begin the lien period, the Notice of Completion will be filed with the County of Sacramento post Board approval.

When District schools and/or programs cannot meet the needs of special education students, nonpublic placements are made. The District pays the costs of tuition, transportation and designated instruction and services. Catapult Learning has added a new non-public school (NPS) campus, Sierra School at Marconi. Natomas Unified School District has existing contracts in place for their other campuses, Sierra School - Lower and Sierra School - Extension and need to add the Sierra School at Marconi.

The Board is asked to approve a Memorandum of Understanding between the Natomas Unified School District and the California School Employees Association (CSEA) Chapter 745 regarding Assembly Bill 1808 - Classified School Employee Summer Assistance Program for the 2019-2020 school year.


Rationale:

Assembly Bill (AB) 1808 was approved by Governor Jerry Brown in summer 2018. Among other things, the bill creates the Classified School Employee Summer Assistance Program for the 2019-2020 school year, and is an optional program for local educational agencies (LEAs) to offer for classified staff.

The Classified School Employee Summer Assistance Program allows a classified employee of a participating LEA who meets specified requirements to withhold an amount up to 10% from his or her monthly paycheck during the 2019-2020 school year to be paid out during the summer recess period. AB 1808 provides state matching funds to participating employees, and requires the California Department of Education (CDE) to apportion funds to participating LEAs to provide the matching funds-up to $1 for each $1 that the participating classified employee has elected to have withheld for his or her monthly paycheck.

On December 21st, the District and CSEA Chapter 745 entered into a MOU regarding the implementation of the program, which is attached.

Rationale:
The Low-Performing Students Block Grant is a California initiative to increase student achievement for students scoring 1 on both the ELA and Math CAASPP Test, or 1 on one test and 2 on the other.

The grant is meant to support students who are not already funded under SPED or LCFF (students who are not identified as Low Income, Foster, EL) Funds must be used for evidence-based services that directly support pupil academic achievement, including, but not limited to professional development activities for certificated staff, instructional materials, or additional supports for pupils.

We will be requesting approval of NUSD's plan for the Low Performing Student Block Grant as presented.
