The District strongly advocates educational partnerships. We appreciate and recognize the following individuals for being part of our team and thank them for their generosity. Mental Health & Homeless Education received a $100 donation from Adventure Christian Church of North Natomas. American Lakes School received $5,000 through the Lowe's Toolbox for Education Grant. The funds will be used at American Lakes School to purchase equipment for the science lab and robotics kit. It's exciting to note that the robotics kit works in tandem with the Scratch Coding the elementary students are working on. Witter Ranch received a $30,000 donation through the Uncle Ben's Rice and "Ben's Beginners Contest". A Witter Ranch 2nd grader and his mother entered the contest that is designed to encourage parents and kids to cook together. Part of the grand prize winnings from the national contest were awarded to the school and designated to benefit the school cafeteria or food program. |

Remy Moose Manley, LLP will provide legal services related to the California Environmental Quality Act (CEQA). CEQA is a stature that requires state and local agencies to identify the significant environmental impacts of their actions and to avoid or mitigate those impacts, if feasible. Current hourly rates are included in the attached agreement for services. |

The Board is asked to approve Form J-13A, Request for Allowance of Attendance Due to Emergency Conditions. |
California Department of Education (CDE) Form J-13A is used to obtain approval of attendance and instructional time credit when one or more schools are closed due to conditions described in Education Sections 41422, 46200, 46391 and 46392. On Friday, November 16, 2018, all schools and facilities in Natomas USD were closed due to the poor air quality in the Sacramento region from the Camp Fire burning in Butte County. There was a Declaration of a State of Emergency by the Governor of California during the dates associated with this request. The District is claiming 1-school closure day (November 16, 2018) to be disregarded in the computation of ADA without applicable penalty; and obtain credit for instructional time and the instructional minutes that would have been regularly offered on that day. The District is also claiming a material decrease in ADA for November 15, 2018 and demonstrates that the school district as a whole experienced a material decline in attendance pursuant to EC 46392. Upon approval of this request by CDE, the District can use the estimated days of attendance in the computation of LCFF apportionment for November 15, 2018 when the attendance was materially decreased due to the emergency. As shown on the attached Form J-13A, the district is reporting a district-wide loss of 1,010 in apportionment days (7 ADA) on November 15, 2018. |

The Board is asked to approve the Professional Audit Services agreement with Gilbert Associates, Inc., Independent Auditor. |
The District issued a Request for Proposals for Professional Audit Services and received four (4) proposals. A panel of staff members reviewed and scored the proposals based on qualifications, past performance, professional qualifications, completeness and quality of proposal, and fees/overall cost. The panel recommends awarding the contract to Gilbert Associates, Inc. to perform the District's Independent Audit for 2018-19 with the option to renew for 2 subsequent years. The audit fee schedule is $48,000 for year 1, $49,500 for optional year 2 and $51,000 for optional year 3. The agreement is attached. |

Article XVII of the Contract Agreement between CSEA Chapter 745 and the Natomas Unified School District states that an employee, the supervisor of an employee, the District, or the Association may petition for a reclassification by submitting a “Petition for Reclassification” form between November 1 and January 31. The requests are reviewed by a committee that includes members of the NUSD and CSEA negotiation teams. Human Resources received a petition to reclassify one (1) Facilities and Planning Technician I position to a Project Manager. After careful review and consideration, the committee supports the reclassification request and recommends reclassifying the Facilities and Planning Technician I to a Project Manager. The reclassification shall be effective March 14, 2019. |

In accordance with the requirements of Government Code Section 65995.5, the Board shall convene a Public Hearing to receive comments from members of the public regarding the District’s notice for proposal for approving the School Facilities Needs Analysis and adopting Alternative School Facilities Fees (“Level II/III Development Fees”). The School Facilities Needs Analysis was completed and made available to the public on February 8, 2019 and the required Notice of Public Hearing ran in the Sacramento Bee newspaper (both paper and online) classifieds on February 8, 2019. |

Natomas Unified School District proposes to construct a new K-8 elementary school on property located west of Interstate 5 and north of Del Paso Road, in the County of Sacramento. The District circulated a Notice of Preparation for 30-day public review and comment period starting on May 31, 2018. A public scoping meeting was held on June 19, 2018. The District prepared a Draft Environmental Impact Report (EIR) for the project pursuant to and in accordance with the California Environmental Quality Act (CEQA) as set forth in Public Resources code section 21000 et seq. The Draft EIR was circulated for the 45-day public review period between November 9, 2018 and December 31, 2018. A public workshop for the draft EIR was held on December 17, 2018. The Final EIR responds to comments in accordance with CEQA. Minor site revisions are included in the Final EIR. The Sacramento Area Council of Governments made a determination that no student related areas could be placed in Safety Zone 4 as determined by the Airport Land Use Compatibility Plan. The site has been revised to remove any play fields from Safety Zone 4.
The Final EIR consists of the Notice of Preparation, Draft EIR, all written and oral comments and responses thereto, the Mitigation Monitoring and Reporting Program, text revisions, appendices, minor site revisions and other accompanying documents. The Final EIR was made available to the public on February 22, 2019. Upon approval of this Resolution, the Final EIR is certified, the Project and its Findings of Fact and Statement of Overriding Considerations and Mitigation Monitoring and Reporting Program are approved, and a Notice of Determination will be prepared and filed. The minor site revisions are included in approval of the Final EIR. |

The Board is asked to approve the 2018-19 Second Interim Report and Positive Certification. |
In accordance with Education Code 42130, school district governing boards are required to certify twice a year regarding the district's ability to meet its financial obligations for the remainder of the current fiscal year and two subsequent fiscal years. These certifications are known as Interim Reports. Interim Reports are based on criteria and standards adopted by the State Board of Education pursuant to Education Code Section 33127. The Second Interim Report for 2018-19 shows the financial condition of the district as of January 31, 2019. The projection supports that the District will be able to meet its financial obligations for the current and two subsequent years. Therefore, the Natomas Unified School District certifies that its financial condition is positive. This action also serves as approval to revise the 2018-2019 Budgets for all funds to match the Projected Year Totals as presented in Forms 01I through 73I, column D. The 2018-19 Second Interim report is attached. |

The Measure L school facilities bond in the amount of $172 million was passed by voters in November 2018. The governing board of a school district has 60 days after the Board accepts the official canvassing election results to establish an independent Citizens’ Bond Oversight Committee. By approving the attached resolution, the independent Citizens’ Bond Oversight Committee is established for Measure L and the Bylaws are approved. |

The Measure L school facilities bond in the amount of $172 million was passed by voters in November 2018. The governing board of a school district has 60 days after the Board accepts the official canvassing election results to establish an independent Citizens’ Bond Oversight Committee approve the Bylaws. Committee applicants must be approved and appointed by the Board following approval of the Resolution establishing the Measure L CBOC. The first meeting of the Measure L Citizen’ Bond Oversight Committee is scheduled for April 29, 2019. The Measure L CBOC will actively review and report on the voter approved bond funds, and advise the public that bond funds are being spent on projects in accordance with the approved bond language. According to Education Code 15282(a), the committee must consist of at least seven members who shall serve a term of two years, and no more than three terms. Eighteen (18) applications were received, seventeen (17) of which met the requirements to serve on the committee. Resolution No. 19-08 regarding the School Facilities Needs Analysis, Adopting Alternative School Facilities Fees is in compliance with Government Code Section 65995.5, 65995.6 and 65995.7; and Section 17620 of Education Code. The adoption of Resolution 19-08 approves the School Facilities Needs Analysis and allows the District to levy fees in excess of the State Statutory Fee (Level I fee) in the form of Alternative No. 2 Fees (Level II fees, $4.55/ square foot). |
