NUSD will honor 13 students and three staff members who have volunteered countless hours the past few years to run Joey’s Food Locker. Natomas High special education teacher Joel Schwieger will introduce his Adult Transition Program class and three staff members to the Board, which will present them with certificates of appreciation for their commitment and service to families in need. The food locker has served 15,000 patrons since its opening in October 2015.

School Leadership and Support will present a study session to inform the Board about summer school, after school and mentoring programs. The study session will provide an overview on how each program looks from a data based perspective. Student voice will be included in the presentation.

The Board is asked to approve a Notice of Completion for the American Lakes Portable Classroom Project – Sitework.
Rationale:
On June 20, 2018 an Agreement with REM Construction, Inc. was approved in the amount of $422,780.00, inclusive of a $25,000 owner controlled allowance. On March 28, 2019 the project was accepted by the District as complete, $11,625.65 of the allowance was unused, the final contract value is $411,154.35. In order to close out the contract and contract payments, a Notice of Completion must be approved for this project. As required to begin the lien period, the Notice of Completion will be filed with the County of Sacramento post Board approval.

The Board is asked to approve an agreement for Special Inspection Services with Geocon Consultants, Inc. for the NHS Building and Construction Trades Project, for the building installation.
Rationale:
Special Inspection Services are required by the Division of State Architect. A special inspector is required to test the strength of the materials used in construction. Geocon Consultants, Inc. provided a proposal in the amount of Thirty Thousand Four Hundred Twenty Dollars ($30,420), for Special Inspection Services for the installation of the modular building for the Natomas High School Building and Construction Trades Career Technical Education project.

Rationale:
The agreement with Sierra Striping Inc. and Sealcoating not to exceed the amount of One Hundred Seventy-One Thousand, Seven Hundred Fifty-Seven Dollars ($171,757.00) is attached. A bid walk was held for this project on March 6 with no vendors in attendance. Two Pre-Qualified and CUPCAA vendors were then contacted for a bid. Sierra Striping Inc. and Sealcoating submitted the only bid. This project will include crackfill, sealcoating, striping and repair at H. Allen Hight Elementary, Heron School, Leroy Greene Academy, Natomas Pacific Pathways Prep Charter School, Two Rivers Elementary and the Ed Center/Service Center.

XVI.a. Approve Resolution No. 19-14 for a Limited Exception to AR 3311 for the Paso Verde School Project

Recommended Motion:
The Board is asked to approve Resolution No. 19-14 for a limited exception to AR 3311 for the Paso Verde School project.
Rationale:
The Paso Verde K-8 project requires steel. Currently, AR 3311 requires steel subcontractors to prequalify with a graduation rate of 50%. Steel subcontractors are not required by code to prequalify. The Department of Industrial Relations (DIR) currently shows a graduation rate of 32% in 2017 for Iron Steel Workers from the Local apprenticeship program, 01501 Int’l Association of Bridge, Structural, Ornamental and Reinforcing Ironworkers, Local 118. The five-year average graduation rate from this apprenticeship program for iron/steel workers is 41.6%. Based on this information, any structural steel contractors who participate in the local apprenticeship program will not be able to pre-qualify with the District. The District is seeking an exception to this requirement so that steel subcontractors can be added to the qualified pool in time to bid Increment #2 of the Paso Verde K-8 project which is scheduled to start bidding in May. The District may have to revise the policy in order to prequalify.
