Rationale:
The items shown on the attached surplus list will be sold or disposed of per Board Policy 3270. Every effort is made to reuse "extra" books, equipment and supplies prior to recommending sale or disposal through Board action. The District contracts with Bay City Surplus who provides an auction model designed to assist districts with surplus disposal by finding buyers for valuable assets through the eBay marketplace. Bay City Surplus manages the auction process in compliance with Education Code and Board Policy.

All items are currently being stored at the District warehouse and yard.

XIII.f. Approve a Recommendation for a Preliminary Credential Based Upon Completion of a District Intern Program for Two Teachers

Rationale:
California Education Code 44328 allows a district intern to earn a preliminary teaching credential in the same manner as applicants recommended for credentials by institutions that operate approved programs of professional preparation. The credential will be granted if approved by the governing board of a district unless the commission determines that substantial evidence exists that a person is unqualified to teach.

Alejandro Vasquez and Jhujhar Singh have successfully completed the appropriate district intern program and sufficient service to meet program requirements and performance assessments per Education Code section 44830.3(d) and they are both recommended to the Board of Trustees for approval to receive a Preliminary Teaching Credential pursuant to California Education Code Section 44328.

XIII.g. Approve the April 1, 2018 through June 30, 2018 Quarterly Williams Act Report

Rationale:
As a result of the Williams v. State of California case in 2000, districts are required to report to the local county offices of education: the overall condition of school facilities, the number of teacher misassignments and the availability of textbooks or instructional materials. Our District is required to submit quarterly reports to the Sacramento County Office of Education on the number of Williams Uniform Complaints filed with our District in the three areas previously listed. For the period of April 1, 2018 through June 30, 2018, there were no compliance issues with sufficiency of textbooks or emergency of school facilities issues, with one compliance issue with vacancy or misassignment of teachers.

XIV.a. Approve a "Declaration of Need for Fully Qualified Educators"

Rationale:

Districts are required to annually submit a Declaration of Need for Fully Qualified Educators to the Commission on Teacher Credentialing (CTC) based on anticipated areas of need in case they are unable to find fully credentialed teachers that meet their needs.  Although the District is diligent in advertising, recruiting and hiring fully prepared teachers, there may be an instance where we would need to hire someone on an emergency or limited assignment permit in certain subject areas. We will have trained, qualified teachers, but some may need a provisional permit to work in their specific assignment. To qualify for as few as one provisional document from the Commission on Teacher Credentialing, the District must have attempted all of these search efforts. In order for our teachers to be eligible for provisional or emergency permits in certain authorizations, the Board must adopt a "Declaration of Need for Fully Qualified Educators." The Board and the public must have the opportunity to see the number of emergency permits the District reasonably expects to request from the California Commission on Teacher Credentialing and the reasons for such requests.

Our anticipated needs at this time are for staff serving in the following areas:

  • English Learners – We will continue to need emergency CLAD permits for some new hires, particularly out-of-state-trained teachers
  • Special Education - All Special Education positions continue to be recognized as statewide shortage areas
  • Science- All Science positions continue to be difficult to fill

XIV.c. Approve the Monthly Certificated Work Calendar for August 2018

XIV.d. Present and Approve Resolution No. 18-18 Ordering a School Bond Election, and Authorizing Necessary Actions in Connection Therewith

It is necessary to plan ahead for the related costs to address the facility and equipment needs of our growing school district and enhance quality education in Natomas, increasing student safety/security, upgrading classrooms for 21st century learning and college/career readiness with technology/equipment, upgrading aging infrastructure/utilities and repairing/constructing facilities. Resolution No. 18-18, in conjunction with other local and state revenue sources will allow the District to address some of the major projects outlined in the updated 2017 Facilities Master Plan.

This resolution is in alignment with Assembly Bill No. 195 which took effect January 1, 2018. AB 195 requires that if the proposed measure imposes a tax or raises the rate of a tax, the ballot shall include in the statement of the measure to be voted on the amount of money to be raised annually and the rate and duration of the tax to be levied.

This resolution is in preparation for an amendment/cleanup language of Assembly Bill No. 195 which took effect January 1, 2018 which requires that if the proposed measure imposes a tax or raises the rate of a tax, the ballot shall include in the statement of the measure to be voted on the amount of money to be raised annually and the rate and duration of the tax to be levied. If an AB 195 amendment is enacted at the state level, the ballot will not be required to include in the statement of the measure to be voted on the amount of money to be raised annually and the rate and duration of the tax to be levied.

Rationale:
History: 1) California Assembly Bill 1565 (AB 1565) states that if the governing board of the district uses funds received pursuant to the Leroy F. Greene School Facilities Act of 1998 for contracts totaling $1,000,000, that the governing board of the district shall require perspective bidders to complete and submit, to the board of the district, a standardized pre-qualification questionnaire and financial statement. This pre-qualification questionnaire must meet the minimum requirements set forth by the Department of Industrial Relations for pre-qualification. 2) Administrative Regulation AR 3311 and Public Contract Code state that the district may establish a procedure for prequalifying bidders on a quarterly basis and may authorize that pre-qualification be considered valid for up to one calendar year following the date of the initial pre-qualification. Through an online application process, interested bidders have submitted their pre-qualification applications for consideration. Applications have been reviewed by staff, and the attached pool of pre-qualified bidders is recommended for approval. Once eligible bidders have been notified of their approval by NUSD, their approval can be renewed annually via the same online process. The pre-qualification process remains open throughout the year and eligible bidders seeking to be added to the pool will be presented to the Board for approval on a quarterly basis.
