X.a. Certificate of Appreciation to Anthem United Homes
Quick Summary / Abstract:

Rationale:
Anthem United Homes donated 150 backpacks -- containing glue sticks, pencils, notebooks and other school supplies -- to benefit NUSD students of all ages as the 2018-19 year began. This marked the second time Anthem United has stepped up bigtime for our schools. Last year, the building firm donated 75 backpacks. Anthem United is the creator of the "Willow at Natomas Meadows" subdivision in North Natomas.
 
X.b. National Hispanic History Month

Rationale:
National Hispanic Heritage Month celebrates the histories, cultures, and contributions of American citizens whose ancestors came from Spain, Mexico, the Caribbean, and Central and South America. Though it extends the equivalent of an entire month, it does not begin until Sept. 15. It ends Oct. 15. Why? It kicks off on the anniversary of independence for five Latin American countries - Costa Rica, El Salvador, Guatemala, Honduras and Nicaragua. Mexico's independence day is one day later, Sept. 16, and Chile celebrates its independence Sept. 18. National Hispanic Heritage Month is honored throughout the country but has special significance in Natomas because nearly one of every three students here is Hispanic.

    The District strongly advocates educational partnerships. We appreciate and recognize the following individuals for being part of our team and thank them for their generosity. Mental Health and Homeless Education and Joey's Food Locker received a $100 donation from Adventure Christian Church of North Natomas. Jefferson School received a $181.27 donation from Excel Photography, a $84 donation from the Wells Fargo Community Support Campaign and a $44 donation from the Wells Fargo Foundation Educational Matching Gifts Program.
     
    XV.e. Approve New Bank Account and Authorized Signers for Enterprise Fund at Discovery High School Café

    Rationale:
    In June 2017, the Board approved establishing an Enterprise Fund 63 that allows Discovery Cafe to operate as a business tied to career pathways at the Discovery High School Culinary Arts facility. A separate bank account is needed to receive direct payment at point of service at the Cafe. This account will serve as a clearing account only. The account will not be used for operational expenditures. The new account will be held at Wells Fargo Bank and will follow standard District account protocol requiring 2 signatures.     XV.f. Approve Professional Services Agreement with Generation Ready, Inc.Was edited within 72 hours of the Meeting

    During the 2018-2019 school year, Generation Ready, Inc. will work with American Lakes School, H. Allen Hight Elementary, Jefferson School, and Witter Ranch Elementary with a targeted focus in first and second grade literacy. Each school site will be paired with a consultant who will provide job-embedded coaching, professional development, and provide principal support.

    XV.g. Approve Consolidated Application Amendment to Include Title IV, Part A Funding
    Quick Summary / Abstract:

    Rationale:
    The Consolidated Application is our District's statement of intent to apply for State and Federal funding for specific Categorical Programs and to adhere to laws and mandates governing the use of these funds. The 2018-19 Consolidated Application for funding was amended and resubmitted to the State to include Title IV, Part A funding. Title IV, Part A funding is intended to improve students' academic achievement by increasing the school district's capacity to:
    • Provide all students with access to a well-rounded education including programs such as college and career counseling, STEM, arts, civics and International Baccalaureate/Advanced Placement;
    • Supporting safe and healthy students with comprehensive school mental health, drug and violence prevention, training on trauma-informed practices, and health and physical education; and
    • Supporting the effective use of technology that is backed by professional development, blended learning and ed tech devices

     
    XV.h. Approve the Williams Review Annual Report for 2017-18

    Rationale:
    As a result of the Williams Settlement, Education Code section 1240 requires that county offices of education visit certain schools identified in their county, review information in the areas noted below, and report the results. This report also serves as the 2017-18 quarterly report for the fourth quarter. A summary of the report is below:

    Six schools participated in Williams Visits in 2017-18:

    • American Lakes
    • Bannon Creek
    • Jefferson
    • Natomas High
    • Natomas Middle
    • Two Rivers
    Instructional Materials and Facilities
    All schools reviewed were found to have sufficient textbooks.
    For the condition of school facilities, one (1) school was found to be exemplary and five (5) were found to be in good condition.

    School Accountability Reports
    The District SARCs contained accurate information with a few missing elements.

    Teacher Misassignments and Vacancies
    There were twenty six teacher misassignments reported, all of which were corrected. The District reported one teacher vacancy.

    Uniform Complaint Procedure
    One (1) complaint was filed with the District under the Uniform Complaint Procedure in the fourth quarter regarding teacher misassignments, which was resolved.

    XV.i. Approve Nor-Cal Schools Joint Powers Membership and Participation with Other Agencies through Cooperative Purchasing Programs

    The District utilizes cooperative/leveraged purchasing contracts and/or groups to secure bulk or discounted rates for purchases as outlined in Board Policy and Administrative Regulation 3300 and 3311. Purchases through these types of agencies save taxpayer dollars on items such as furniture, technology, supplies, vehicles, equipment, building supplies, etc. The annual membership fee with Nor-Cal Schools Joint Powers agency is $300. There are no charges with the other agencies listed below. Upon approval, the agency memberships listed below will be renewed for 2018-2019:

    XV.j. Approve Notice of Completion for Proposition 39, Clean Energy Jobs Act Services at Natomas Unified School District

    Rationale:
    On April 26, 2017 an agreement with Noresco, LLC was approved to provide Proposition 39 energy services for Natomas High School, Natomas Gateways Middle School and the Natomas Unified Education Center. There were no change orders and the final contract amount is Two Million Two Hundred Fifty-Eight Thousand Five Hundred Twenty-Nine Dollars and Three Cents ($2,258,529.03). In order to close out the contract and contract payments, a Notice of Completion must be approved for this project. As required to begin the lien period, the Notice of Completion will be filed with the County of Sacramento post Board approval.

    Education Code requires a district to close its books and adopt the report of financial activities and position by September 15th of each year for the preceding fiscal year. This information is submitted to the Sacramento County Office of Education and the California Department of Education for review. The attached financial report is designed to provide the Board of Trustees with a general overview of the District's finances and to show in detail through various state reports, the District's accountability for the money it receives and expends. Included in the attached packet is an executive summary that is accompanied by the District's financial activity, which is followed by the required State reports in their entirety. Later this month, the District's independent auditors, Crowe Horwath LLP will audit the records contained in this packet and related financial documents. The 2017-18 Independent Audit Report prepared by the firm will be presented for review and action at the December 12, 2018 Board Meeting.

    Rationale:
    Proposition 4, the “Gann Amendment” adopted in 1979, provides that government spending may grow no faster than the growth in population and inflation. All public agencies within the State of California are subject to this limitation. Each year, school district governing boards must adopt a resolution identifying their estimated appropriations limit (“Gann Limit”) for the current year which is based on the current year budget, and the recalculated actual appropriations limit for the prior year (based on prior year final actuals).  The Gann Limit is an equation to calculate the maximum amount the state can spend in a given fiscal year.  The computation of Appropriation Limit and Appropriations subject to the Limit (Gann Limit Calculation) is attached.
