Sikh American Awareness and Appreciation Month is an annual event to promote awareness of Sikhs and their contributions to California and its history. Natomas Unified is located near the epicenter of Sikh Americans – we’re not far from Stockton, where the first Sikh temple in the United States was created in 1912, and we’re not far from Yuba City, which is estimated to have the largest population of Sikhs in the nation and hosted an annual parade this month, Nov. 6, that attracted tens of thousands of Sikhs.A Sikh is a person who practices the Sikh religion, which originated in Punjab, India, more than 500 years ago and is now the fifth largest religion in the world. A core belief of Sikhism is service to humanity, and values of the religion include devotion to God, equality, religious pluralism and justice for all.

The District strongly advocates educational partnerships. We appreciate and recognize the following individuals for being part of our team and thank them for their generosity. Mental Health & Homeless Education received a $100 donation from Adventure Christian Church of North Natomas. The District received books, toys, games and gift items valued at $499 from Barnes & Noble Book Store. Two Rivers Elementary School received new costumes and dress up clothes valued at $6,000 from Edgar Castro of Casa de Dios (The Christian and Missionary Alliance). Two Rivers Elementary School received tickets from Robert and Margrit Mondavi valued at $1,500 for 2nd grade students & chaperones to attend a Mondavi Center performance. Discovery High School received a $38.94 donation from TreeRing Corporation.

The items shown on the attached surplus list will be sold or disposed of per Board Policy 3270. Every effort is made to reuse "extra" books, equipment and supplies prior to recommending sale or disposal through Board action. The District contracts with Bay City Surplus who provides an auction model designed to assist districts with surplus disposal by finding buyers for valuable assets through the eBay marketplace. Bay City Surplus manages the auction process in compliance with Education Code and Board Policy. All items are currently being stored at the District warehouse and yard.

XIV.g. Approve Professional Services Agreement with Generation Ready, Inc.

XIV.i. Approve the 2017-18 Single Plans for Student Achievement

Rationale:
Schools receiving federal categorical funds are required to submit an annual updated Single Plan for Student Achievement (SPSA) to the Board describing how the school will expend the funds to improve student achievement. The process includes examining the effectiveness of current improvement strategies, student achievement data with input from parents, community, advisory committees and staff members. Goals in subject areas are written with actions described to fulfill each goal.

With the adoption of the Local Control Funding Formula (LCFF) which includes requirements to serve Limited English Proficient (LEP), Educationally Disadvantaged Youth (EDY), and foster youth, NUSD has determined to align LCFF expenditures of school site allocations through use of the site’s SPSA.

Within the SPSA's targeted goals, actions and expenditures developed by school staff and School Site Council (SSC) are in alignment with district goals, Local Control and Accountability Plan (LCAP) goals and the Local Education Agency (LEA) plan. All plans have been reviewed and approved by SSC's as well as presented to site English Learner Advisory Committee's (ELAC)/English Learner representatives.

XIV.j. Approve Contract with KS Telecom, Inc. for Purchase and Installation of Audio Equipment at Westlake Charter School

The Public Employee’s Pension Reform Act of 2013 (Government Code §7522 et seq.) restricts school districts that contract with CalPERS from employing classified retired employees for 180 days from the date of their retirement (the “180-Day Wait Period”) unless certain conditions are met. Per Resolution No.17-33, it is necessary that Ester Brown, who retired from her position as Confidential Human Resources Analyst at San Juan Unified School District on July 1, 2017, to be employed after her retirement on an as-needed basis to provide critical support to Natomas Unified School District before the expiration of the 180-day wait period.

XV.c. Ratify an Increase to the Substitute Teacher Compensation Plan

Rationale:

Staff has completed a study and survey of surrounding districts for substitute teacher compensation.  The proposed compensation plan will assist in keeping the District competitive with surrounding districts and compensate substitutes who are valuable contributors to our student's education. It is important to note, the last increase to our substitute teacher compensation plan was in 2008. 

The attached schedule outlines the following changes:

  1. $150 - Daily Substitute Rate (currently $120)
  2. $185 - Daily Long Term Rate (currently $160)
  3. $185 - Retiree daily rate (currently $145)

The cost for this increase would range between $160,000 and $200,000 dollars per year based on current data.

XV.d. Approve Two Provisional Internship Permits (PIP)

Rationale:
The California Commission on Teacher Credentialing is no longer issuing Emergency Permits. However, the Commission replaced the Emergency Permit with the Provisional Internship Permit (PIP) which provides applicants additional time to meet the subject matter competence requirement(s) needed to enter an internship program. A District may request a PIP only after a diligent search has been conducted and a fully credentialed teacher could not be found. The PIP is issued for one (1) year and is not renewable. All requests for a PIP must be presented to the Governing Board of a public school district for approval. Every PIP request that is submitted to the Commission on Teacher Credentialing must also include verification that a notice of intent to employ the named applicant has been made public.
 
XV.e. Approve Resolution No. 17-34, Adopt Accounting of Annual and 5 Year Developer Fee Reports

Rationale:
Government Code 66006 requires that an annual report of income and expenditures from developer fees and the beginning and ending fund balances in the Capital Facilities Fund be made available to the public within 180 days, after the end of each fiscal year.

Government Code 66001 requires a five year report if there are any funds remaining in the Fund at the end of the prior fiscal year. The five year report identifies the project to which the fees are to be applied and identifies all sources and amounts of funding anticipated to complete financing on incomplete improvements.

The District historically has combined these two reports and has completed them annually.

Resolution No. 17-34 adopts the accounting of this combined report.

XV.f. Approve Contract with Hardwire Communication to Install Network Cabling at Inderkum High School
