Rationale:
The District strongly advocates educational partnerships. We appreciate
and recognize the following individuals for being part of our team and thank
them for their generosity. Mental Health & Homeless Education received
donations supporting the Toy Drive as follows: $240 from Diana Michele
Curtaz, $1,000 from Lawton Construction and $500 from Tri-Quest
Builders. Heron School received a $1,000 donation from the Heron PTSA
designated for after school choir instructor. Witter Ranch received a $268
donation from Lifetouch National Schools Studios. Natomas Middle School
received a $491.76 donation from Excel Photographers. Paso Verde
School received a donation of $4,693.38 designated for the purchase of
Ipads.
XV.f. Approve the First Quarterly Williams Review Report for Fiscal Year
2018-19

The Board is asked to approve the First Quarterly Williams Review Report
for FY 2018-19.
Rationale:
As a result of the Williams Settlement, Education Code section 1240
requires that county offices of education visit schools in their county that
ranked in deciles 1 to 3 on the 2012 Base Academic Performance Index
(API) (Williams Schools). Education Code section 1240(c)(2)(G) requires
the county superintendent of schools to send quarterly reports regarding
the results of school site visits and reviews conducted each quarter to the
governing boards of the school districts with Williams schools. The results
can then be made public at a regularly scheduled and noticed meeting of
each district's governing board.
A summary of the report is below:
- During the first quarter of Fiscal Year 2018-19, Sacramento County
Office of Education (SCOE) teams checked for the sufficiency of
instructional materials and for good repair of the school facilities. All
the schools reviewed in the District were found to have sufficient
textbooks.
- As for the condition of schools facilities in 2018-19, all the schools
were found to be in exemplary condition. Members of the District
staff accompanied the inspection team and were made aware of the
need to correct identified maintenance issues. Issues that were not
corrected within 30 days are reported in Exhibit A.
- During the quarter ending September 30, 2018, SCOE conducted no
SARC reviews.
- During the first quarter, SCOE conducted no reviews of Teacher
Vacancies and Misassignments.
- The District filed one complaint under the Uniform Complaint
Procedure (UCP) in the first quarter regarding insufficient textbooks
for a class. The complaint was resolved the same day the complaint
was received.

XV.g. Approve a Waiver Request for a Career Technical Education
Instructor

The Board is asked to publicly acknowledge the English Learner
Authorization status and approve a waiver request for a Career Technical
Education teacher who possesses a preliminary credential, but does not yet
hold English Learner Authorization as required by the Commission on
Teacher Credentialing.
Rationale:
As is required by the Commission on Teacher Credentialing, the Board
must publicly approve waiver requests for Career Technical Education
teachers who possess preliminary credentials, but do not yet hold an
English Learner Authorization. A waiver is being requested for one
Automotive teacher, Travis Murray, who was hired in December 2018.
Because Mr. Murray has received his preliminary credential through
experience in his respective profession instead of the traditional university
credentialing route, he is unable to receive an Emergency Crosscultural,
Language and Academic Development (CLAD) permit which authorizes
instruction to English Learners and must apply for a waiver. As Mr. Murray
completes coursework to clear his preliminary credential (usually a 3-year
process), he will receive the necessary training and the English Learner
Authorization will be embedded in his clear credentials. Until such time as
he obtains a clear credential, the District must submit a waiver request each
year to the California Commission on Teacher Credentialing.
XV.h. Approve the 2017-18 Citizens’ Bond Oversight Committee -Final
Measure D Annual Report

Recommended Motion:
The Board is asked to approve the 2017-18 Citizens' Bond Oversight
Committee Measure D Annual Report.
Rationale:
The Citizens' Bond Oversight Committee (CBOC) is responsible for
ensuring that bond proceeds are expended only for the purpose set forth in
the ballot measures. Subcommittees inspect school site facilities, review
bond expenditures and analyze the District's efforts to maximize bond
proceeds in ways designed to reduce costs and improve efficiency. Per the
Bylaws, an annual report will be presented at a public meeting of the Board
of Trustees held in February. The report shall include: a) a statement
indicating whether the District is in compliance with the requirements of
Article XIII A, Section 1(b)(3) of the California Constitution; and b) a
summary of the Committee's proceedings and activities for the preceding
year. The attached Measure D annual report was reviewed and approved
by the CBOC at a public meeting held on January 28, 2019. This is the final
report for Measure D. On July 18, 2018 the Natomas Unified Governing
Board approved Resolution 18-18, Ordering a School Bond Election and
Authorizing Necessary Actions in Connection Therewith. With the passage
of Measure L, the Covenant to Forfeit Measure D (2006) is in full effect
(page 3, last paragraph) as written “Upon passage of Measure L, District
covenants that it will not issue any bonds pursuant to the authorization
remaining under Measure D and shall consider such authorization forfeit,

Rationale:
As a result of the Williams Settlement, Education Code section 1240
requires that county offices of education visit schools in their county that
ranked in deciles 1 to 3 on the 2012 Base Academic Performance Index
(API) (Williams Schools). Education Code section 1240(c)(2)(G) requires
the county superintendent of schools to send quarterly reports regarding
the results of school site visits and reviews conducted each quarter to the
governing boards of the school districts with Williams schools. The results
can then be made public at a regularly scheduled and noticed meeting of
each district's governing board.
A summary of the report is below:
- During the first quarter of Fiscal Year 2018-19, Sacramento County
Office of Education (SCOE) teams checked for the sufficiency of
instructional materials and for good repair of the school facilities. All
the schools reviewed in the District were found to have sufficient
textbooks.
- As for the condition of schools facilities in 2018-19, all the schools
were found to be in exemplary condition. Members of the District
staff accompanied the inspection team and were made aware of the
need to correct identified maintenance issues. Issues that were not
corrected within 30 days are reported in Exhibit A.
- During the quarter ending September 30, 2018, SCOE conducted no
SARC reviews.
- During the first quarter, SCOE conducted no reviews of Teacher
Vacancies and Misassignments.
- The District filed one complaint under the Uniform Complaint
Procedure (UCP) in the first quarter regarding insufficient textbooks
for a class. The complaint was resolved the same day the complaint
was received.

Rationale:
As is required by the Commission on Teacher Credentialing, the Board
must publicly approve waiver requests for Career Technical Education
teachers who possess preliminary credentials, but do not yet hold an
English Learner Authorization. A waiver is being requested for one
Automotive teacher, Travis Murray, who was hired in December 2018.
Because Mr. Murray has received his preliminary credential through
experience in his respective profession instead of the traditional university
credentialing route, he is unable to receive an Emergency Crosscultural,
Language and Academic Development (CLAD) permit which authorizes
instruction to English Learners and must apply for a waiver. As Mr. Murray
completes coursework to clear his preliminary credential (usually a 3-year
process), he will receive the necessary training and the English Learner
Authorization will be embedded in his clear credentials. Until such time as
he obtains a clear credential, the District must submit a waiver request each
year to the California Commission on Teacher Credentialing.
