Rationale:
The District strongly advocates educational partnerships. We appreciate
and recognize the following individuals for being part of our team and thank
them for their generosity. Mental Health & Homeless Education received a
$300 donation from Adventure Christian Church of North Natomas.
Jefferson School received a $60 donation from Wells Fargo Bank through
the Community Support Campaign, and a $60 donation from the Wells
Fargo Educational Matching Gifts Program. Both gifts are designated for
school supplies. Witter Ranch Elementary School received a $672 donation from Lifetouch National School Studios for school supplies. Natomas
Middle School received a $120 donation from Marco Moreno through the
PG&E Employee Giving Program for school supplies. Natomas High School
received a $336 donation from Elaine Ancheta through the PG&E
Employee Giving Program for school supplies.

Recommended Motion:

Policies and Administrative Regulations related to SELPA. Additionally, we
have one Board Policy number change.
Rationale:
The Board of Trustees is asked to review and approve new and amended
Board Policies and Administrative Regulations which will align with NUSD
becoming a single-district SELPA effective July 1, 2019, and exiting as a
member of a multi-district SELPA. Changing from a member of a multidistrict
SELPA to a single-district SELPA includes new responsibilities for the NUSD Board of Trustees and NUSD staff, requiring changes to board
policy and administrative regulations.
BP 1330.1 was reassigned by CSBA/Gamut to Joint Use Agreements. BP

Rationale:
The Political Reform Act, Government Code 87300-87313, requires each
public agency in California to adopt a conflict of interest code. Natomas
Unified has recently reviewed its positions, and the duties of each position,
and has determined that changes to the current Conflict of Interest Code
Exhibit are necessary. Both the Board Bylaw and Exhibit are attached,
revisions have only been made to the Exhibit adding Chief Academic
Officer.

Act Report

Rationale:
As a result of the Williams v. State of California case in 2000, districts are
required to report to the local county offices of education: the overall
condition of school facilities, the number of teacher misassignments and the
availability of textbooks or instructional materials. Our District is required to
submit quarterly reports to the Sacramento County Office of Education on
the number of Williams Uniform Complaints filed with our District in the three areas previously listed. For the period of April 1, 2019 through June
30, 2019, there were no compliance issues with sufficiency of textbooks or
emergency of school facilities issues, with one compliance issue with
vacancy or misassignment of teachers.

School Facilities & Finance, Human Resources, Labor Relations, Student
Discipline and General Business matters. Hourly rates for DWK increase by
$20/hr for 2019-2020. Fagen Friedman & Fulfrost provides legal services in
the areas of facilities, property acquisition and construction matters. Hourly
rates for Fagen Friedman & Fulfrost increase by $15/hr for 2019-2020.
Girard, Edwards, Stevens & Tucker LLP provides legal services in the area
of Special Education matters. Hourly rates for Girard, Edwards, Stevens &

International Baccalaureate (IB) has updated three math courses and

On March 27, 2019 a contract was approved with HB Restoration, Inc. for
Natomas Pacific Pathways Prep (NP3) exterior paint project. Change Order
#1 in the amount of Twenty-Three Thousand, Five Hundred Dollars
($23,500) includes the preparation work and painting of the Multipurpose
room building as well as the painting of the downspouts, gutters and trim of
the metal patio shade structure. With the addition of Change Order #1, the
total contract value will be One Hundred Seventy Thousand, Five Hundred
Twenty-Five Dollars ($170,525).

XII.p. Approve the Waiver Requests for Career Technical Education

Recommended Motion:
The Board is asked to publicly acknowledge the English Learner
Authorization status and approve the waiver requests for four (4) Career
Technical Education teachers who possess preliminary credentials, but do
not yet hold English Learner Authorization as required by the Commission
on Teacher Credentialing.
Rationale:
As is required by the Commission on Teacher Credentialing, the Board
must publicly approve waiver requests for Career Technical Education
teachers who possess preliminary credentials, but do not yet hold an
English Learner Authorization. In August 2017, Lavada Fallon was hired as
a Hospitality teacher (grades 11-12) at Discovery High School. In August
2016, Cor Morton was hired as a Health Pathways teacher (grade 12) at
Natomas High School. In March 2019, Katie Cichy was hired as a Public
Safety teacher (grades 9-12) at Inderkum High School. Elle Steele was
hired as a Bike Tech teacher (grades 11-12) at Inderkum High School and
will start in August 2019.
Because all four (4) teachers have received their preliminary credential
through experience in their respective profession instead of the traditional
university credentialing route, they are unable to receive an Emergency
Crosscultural, Language and Academic Development (CLAD) permit which
authorizes instruction to English Learners and must apply for a waiver.
As these four (4) teachers complete coursework to clear their preliminary
credentials, they will receive the necessary training and the English Learner
Authorization will be embedded in their clear credentials. Until such time as
they obtain clear credentials, the District must submit a waiver request each

Jefferson School received a $60 donation from Wells Fargo Bank through
the Community Support Campaign, and a $60 donation from the Wells
Fargo Educational Matching Gifts Program. Both gifts are designated for
school supplies. Witter Ranch Elementary School received a $672 donation from Lifetouch National School Studios for school supplies. Natomas
Middle School received a $120 donation from Marco Moreno through the

Rationale:
The Board of Trustees is asked to review and approve new and amended
Board Policies and Administrative Regulations which will align with NUSD
becoming a single-district SELPA effective July 1, 2019, and exiting as a
member of a multi-district SELPA. Changing from a member of a multidistrict
SELPA to a single-district SELPA includes new responsibilities for the NUSD Board of Trustees and NUSD staff, requiring changes to board
policy and administrative regulations.

submit quarterly reports to the Sacramento County Office of Education on
the number of Williams Uniform Complaints filed with our District in the three areas previously listed. For the period of April 1, 2019 through June
30, 2019, there were no compliance issues with sufficiency of textbooks or
emergency of school facilities issues, with one compliance issue with
vacancy or misassignment of teachers.

room building as well as the painting of the downspouts, gutters and trim of
the metal patio shade structure. With the addition of Change Order #1, the

Rationale:
As is required by the Commission on Teacher Credentialing, the Board
must publicly approve waiver requests for Career Technical Education
teachers who possess preliminary credentials, but do not yet hold an
English Learner Authorization. In August 2017, Lavada Fallon was hired as
a Hospitality teacher (grades 11-12) at Discovery High School. In August
2016, Cor Morton was hired as a Health Pathways teacher (grade 12) at
Natomas High School. In March 2019, Katie Cichy was hired as a Public
Safety teacher (grades 9-12) at Inderkum High School. Elle Steele was
hired as a Bike Tech teacher (grades 11-12) at Inderkum High School and
will start in August 2019.
Because all four (4) teachers have received their preliminary credential
through experience in their respective profession instead of the traditional
university credentialing route, they are unable to receive an Emergency
Crosscultural, Language and Academic Development (CLAD) permit which
authorizes instruction to English Learners and must apply for a waiver.
As these four (4) teachers complete coursework to clear their preliminary
credentials, they will receive the necessary training and the English Learner
Authorization will be embedded in their clear credentials. Until such time as
they obtain clear credentials, the District must submit a waiver request each
year to the California Commission on Teacher Credentialing.

in advertising, recruiting and hiring fully prepared teachers, there may be an
instance where we would need to hire someone on an emergency or limited
assignment permit in certain subject areas. We will have trained, qualified
teachers, but some may need a provisional permit to work in their specific
assignment. To qualify for as few as one provisional document from the
Commission on Teacher Credentialing, the District must have attempted all
of these search efforts. In order for our teachers to be eligible for
provisional or emergency permits in certain authorizations, the Board must
adopt a "Declaration of Need for Fully Qualified Educators." The Board and
the public must have the opportunity to see the number of emergency
permits the District reasonably expects to request from the California
