K-8 conversions will occur on American Lakes, Bannon Creek and Jefferson School campuses. Scoping and schematic design of the project will provide the initial design plans and project schedule. Proposals for the scoping were solicited from the NUSD pool of architects. Six proposals were received with BCA Architects providing the most comprehensive proposal in the amount of Two Hundred Seventy-Five Thousand Four Hundred Dollars ($275,400.00).

Rationale:
In May 2017, Natomas Unified filed grant funding applications for New Construction and Modernization on the NP3 Middle School new two story classroom building project. The applications were filed with the Office of Public School Construction through the Charter School Facilities Program. At the January 24, 2018 State Allocation Board Meeting, both applications received preliminary apportionment. A Memorandum of Understanding (MOU) between the State Allocation Board, the California School Finance Authority and the Natomas Unified School District is a requirement to receive the grant funds. The MOU sets forth the agreements between the parties regarding the use of the real property and outlines the funding obligations.

XIV.i. Approve Ground Lease with SETA for the Head Start Location at Bannon Creek School

SETA has leased the Head Start Program location on the Bannon Creek campus since July of 1991. The most recent agreement expired on June 30, 2017. NUSD granted SETA a one-year extension during which an updated agreement was drafted. The new ground lease term is three years, beginning on July 1, 2018 and expiring on June 30, 2021, with an option to renew the lease for one additional three-year term. The rental rate is Two Hundred Thirty Dollars ($230.00) per month, adjusted annually based on the percentage cost of living adjustment granted to SETA for the Head Start Program.

A public hearing was held to provide an opportunity to comment on the sufficiency of textbooks and instructional materials for each K-12 student.
In grades K-6, sufficiency of materials includes the following content areas: Language Arts, Mathematics, Science, History/Social Science and Foreign Language. In Grades 7-8, sufficiency of materials includes the following content areas: Language Arts, Mathematics, Science, History/Social Science, Foreign Language, and Health. In Grades 9-12, sufficiency of materials includes the following content areas: Language Arts, Mathematics, Science, History/Social Science, Foreign Language, Health, and Science Lab equipment.

The term "sufficient textbooks" has been defined in California Education Code 60119 as each student, including English Learners, has standards aligned textbooks or instructional materials or both to use in class and to take home; this does not require two sets of materials. These textbooks and instructional materials must be consistent with the content cycles of curriculum frameworks adopted by the State Board of Education.

This resolution attests that the District has fulfilled all prescriptions required by Education Code 60119. With approval of this resolution, the District will be eligible to receive any funds appropriated in the annual Budget Act.

Approve Resolution No. 18-23 for California Energy Commission School Bus Replacement Program

Rationale:
The Natomas Unified School District anticipates significant student enrollment growth over the next ten years requiring modernization and new construction of K-12 schools. The Board continues to support and implement the 2014 Facilities Master Plan (Updated in 2017). The district-owned property, Building K located at 3301 Fong Ranch Rd., currently used for Natomas Gateways Middle School, is designated for Natomas High School classroom space and as an interim housing location during the modernization of the NHS administration building. Staff will comply with CEQA as/if required. Building K-NGMS is also designated as future site for District's virtual/in-class learning program. The leased school site property located at 4400 East Commerce, currently used as NP3 Elementary School, is designated as a possible secondary site for the District's virtual/in-class learning program.
